is there anyway of removing say two people in a picture in Photoshop 7?

Yes there is but without seeing the picture it is hard to be specific - try experimenting with the clone tool to copy background over the people you want to remove

cloning/patching or healing tools. sample the background immediately beside the people and apply it over them.

If the surrounds of the people are patterned or highly detailed, your work will be harder still and it is imperative to pay close attention to the settings of the tools and brushes you use.
