Looks like you could reproduce that effect by (in photoshop) going to image on the top menu, adjustments, hue/saturation. Click the colorize check box. If you turn up the saturation slider up all the way, you can pick the pure base color you want using the hue slider (in this case, pure yellow) then back down the saturation until the image looks a little too yellowed. Click ok then go back to the image, adjustments menu, select brightness/contrast and turn down the contrast until it looks the way you want it to. You may also want to use a copy of the original layer and play with the blend modes to get that vibrant blue. Good luck.
photoshop, just mess around with da colors, usually it has easy to use effect tabs in the software, exactly wut effect u want? remeber to save as jpeg file in order for it to come out on psp, if u got v1.5 then bitmap in 256 colors
