If I have put photoshop on my pc, can I still put the same program on my laptop or do I have to buy another program?

A legal version of Photoshop will alllow you to register the application onto 2 computers eg. laptop and desktop or computer at work, computer at home. Due to the 'activation process' you will be required to activate Photoshop from CS2 onwards.
