On photoshop 7.0 if you already have a picture how can you insert another picture to your picture?? Like how do you cut out a person from a picture and put that person on a different picture?

quick mask could be your option, in your tool box on the left under your foreground and background there should be two boxes click on the right box and that should get you into masking your colours should go to the default colours of black and white, then with your brush tool (B) paint your person if you go into the background change to white to erase it, once your person is covered in the red colour of masking then you go copy and paste it into your other image that you want that person in.
. duplicate layer before you start
. make sure your first image is the same size as the second
so your image fits
. for the edges lower the size of your brush
. other options is the polygonal lasso tool to cut images out but better suited for straight edged images
