The way I would do it is to make the two patterns on different layers, for example, the dark one on the bottom and the light one on top.
Then, selecting the top layer, I'd use the freeform selection tool (lasso), I'd select the ray shaped sections, one at a time, and "delete" that selection. As each selection is deleted, it exposes a slice of the dark layer beneath.
Continue all around until completed.
There are many different ways of accomplishing the same task in Photoshop, but this may be an easy method.
