This looks like a Photoshop filter. You can play around with them until you find the one you like.

what you do is make a selection with the rectangular marquee, feather it slightly, then add a curves layer and lighten slightly. You can then control click on the mask to activate that selection again and then add a hue/saturation layer to change the color and saturation a bit. lastly try changing the opacity of the layers until it looks good to you. Have fun!!!
That's either a Photoshop filter or a transparency layer.
