Photoshop cs2 not creating the color WHITE!!?

When Im opening up a new document in photoshop, and simply want to select white as the background it keeps coming up in a manila off white color. Even when the hexidecimal for this "off white" is indeed ffffff...its not white. does anyone know why this is happening?
