Is There Another Name For It Because I Can't Find It On The Toolbar.....

I Have Animation Shop 3 %26 Photoshop Eelements 5....

If They Don't Have It Then What Programs Do?....

Pen Tool On Photoshop?panda

The pen tool is in your tools pallette. The tools pallette looks like a block with a bunch of icons in it. This will usually be on the lefthand side of PS. If you dont see it, click on Window and click 'Tools'. The pen tool looks like the tip of a pen, and you can click on the icon to activate it.

You can also access the pen tool by hitting 'P'
