Photoshop uses the installed Windows fonts. They are regular TTF or OTF files.

You can find sites with free fonts here:

http://www.acidfonts.com

http://de.fontz.ch

http://www.fontstock.net

Copy the TTF or OTF files in WINDOWS\Fonts folder and restart Photoshop (if it's running).

Or just type "free fonts" in Google ot Yahoo search engine.
