In photoshop I have a pitcure which i duplicate into another layer. The orginal is locked, and when i try and do lens blur to the new copy both get blurred. How can I make it so only the new copy blurs and not the orginal?

right click on the original and select 'layer from background', which will unlock it.
then, turn off the visibility on the original layer and you should be good to go..
